Budget a dedicated GPU with a few gigabytes of video memory to spare at 128x. It runs, but an integrated chip carrying a full render distance at this size is exactly where frame drops in busy scenes start to show.
Each texture at 128x is 128 by 128, so one block face carries 16,384 pixels, 64 times vanilla's count.
Flows HD redraws 864 and Chroma Hills redraws 838 of the game's 1,269 block textures. The rest, 405 for Flows HD and 431 for Chroma Hills, keep the game's own 16 pixel art.

How much video memory 128x textures need
Minecraft Java Edition 26.2 puts its block textures together in one image on the graphics card, the block atlas: all 1,269 textures in textures/block, seven conduit textures, the bell and the book on the enchanting table. Every pixel in that image takes four bytes, and at vanilla's 16x the whole set adds up to 366,080 pixels, counting one frame of each animated texture.
A pack that draws all of them at 128x gives each one 64 times as many pixels, 23,429,120 in all. The atlas only grows in powers of two, so the smallest atlas that could hold them is 8,192 by 4,096 pixels. That is at least 128 MB of video memory, and at least 170 MB with Mipmap Levels at 4, the default and the value the Fancy and Fabulous presets use.
The game log shows what it really built. In logs/latest.log, find the message that starts with Created: and ends in blocks.png-atlas; its three numbers are the width, the height and the mipmap level.
When a 128x pack is too big to load
Java Edition never lets the atlas grow wider or taller than the largest texture your graphics card accepts, so a full set of block textures at 128x only loads if that limit is 8,192 pixels or more.
If the textures don't fit, the reload fails and logs/latest.log gets an Unable to fit error that ends with the game's own advice: "Maybe try a lower resolution resourcepack?" Minecraft then turns off every resource pack you had selected, not only the big one, saves that, loads again without them and shows "Resource reload failed".
Each step down in resolution needs a quarter of the pixels. Patrix also comes in 64x and 32x. Luna HD also comes in 64x. SapixCraft also comes in 32x.
